This paper argues that government needs a framework for social innovation in which social enterprise is likely to play a critical role.  Social enterprise policy needs to be framed within a more comprehensive strategy for social innovation that is designed to deliver social impact by finding new ways to address unmet social needs.  This paper address public policy recommendations for the UK and places forward a strategy.
